District

A town house in Bielefeld raises different questions than a farm in the countryside.

Bielefeld is city and district at once: densely built, with period buildings, flats and the highest land values in our working area. Those who inherit here face the question of letting, dividing or selling sooner — and that of renovation less often. We work out with you what needs settling first.

One municipality, and an edge that does not belong

Bielefeld has 331,605 inhabitants, making it the largest municipality in our working area (population update of 31 December 2024, IT.NRW). The city is district and municipality in one. Where the other district pages list a long row of municipal names side by side, here there is a single one.

Of We are there for you in the city — with one exception we would rather name ourselves: Senne and Sennestadt lie just outside. Just means literally that, a few kilometres. We still do not move the line afterwards, because a boundary that follows the engagement is no boundary. If your house stands there, we say so in the first conversation, and we also say what follows from it: you need someone with a shorter way to travel. What we do not take on is set out in writing just as clearly as everything else.

More flats than houses

Two figures describe Bielefeld more precisely than any description of the place. The ownership rate is 44 per cent, the lowest among the eleven districts. Around 40.6 per cent of buildings are detached single-family houses, just under half — by far the lowest share among the eleven districts; in the Nienburg/Weser district it is 71.6 per cent. Taken together: in Bielefeld people mostly rent, and more than half of all buildings are not detached single-family houses.

For an estate that shifts the questions. In the countryside what remains at the end is usually a detached house, which one heir takes over or all of them sell. Here it is more often a flat, and that brings in parties nobody inherited: the owners association of the building, the managing agent, the monthly charges, works agreed or pending on the shared parts. A community of heirs then decides not only about its own flat but must also know what the building as a whole intends. Anyone who has not read the agent’s papers knows half the facts.

Then there is the tenant. In a city with this ownership rate, an inherited flat is often a let flat. That is not bad news — running rent covers the costs while the family decides calmly. It is simply a different starting point from an empty house, and it calls for different first steps. How a community of heirs reaches a decision that holds we have described separately.

The share of detached single-family houses is a weighted mean across the 100-metre cells of the 2022 census, weighted by the number of buildings per cell — a Wahrgut analysis of available data, not an official district figure. The owner-occupier rate is weighted too — by the number of households, an approximation for the dwelling count the grid does not carry. For Bielefeld that makes no difference — the district consists of a single municipality.

The highest land value in the area

The guideline land value for residential building land in Bielefeld is 381 euros per square metre. That is the highest among the eleven districts, and the gap is considerable: Hanover region 298, Gütersloh 206, Lippe 138, Herford 133, Hildesheim 120, Osnabrück 78, Minden-Lübbecke 75, Schaumburg and Hameln-Pyrmont 62 each, Nienburg/Weser 43 euros. Anyone looking from the surrounding country into the city, or the other way round, unknowingly applies a foreign yardstick.

In practice this is a reversal. In a rural district the value of a property sits mainly in the building and therefore in its condition; the plot carries little. In Bielefeld the land carries a substantial part. A house in need of renovation loses less here than out in the country, because something underneath it holds the price. That is precisely why communities of heirs in the city often talk about different sums than the family expected, upwards as well as downwards.

A caution belongs with it. A guideline land value is a zone value for a notional plot, not a price for yours. Layout, depth, access, planning law and the question of what could be built there today move the result in both directions. The figure given here is also a weighted mean across the 7,983 occupied 100-metre cells of the official guideline land value map — a Wahrgut analysis of available data, not a district figure published by a valuation committee, and so the value of the city, not that of your street. A comprehensible assessment therefore starts at your house, and it says what it is not: no formal valuation report. An independent expert prepares one of those; we do not.

A younger city, and what that means for the order of things

The share of people aged 65 and over in Bielefeld is 21.7 per cent, the lowest among the eleven districts. A city with universities attracts young households, which shifts the average noticeably. For the families we work with, that changes the statistics and not the situation: someone in old age thinking about their house thinks about the same things in Bielefeld as in a village on the Weser.

The figure beside it is the more interesting one. The median construction year is 1965. The city’s houses and flats therefore date at their core from the nineteen-sixties, built in the reconstruction years and carrying the questions of those years: heating, windows, insulation, pipes, a bathroom on the first floor, a staircase without a lift. These questions do not first arrive with an inheritance. They arrive earlier, usually with the first longer stay in hospital.

That is why the calmer order is almost always the better one: first consider how you want to live, then decide what happens to the property. We have written up how a home can be re-cut to fit without that immediately becoming a sale. Settling this question during one’s lifetime spares the children a decision they would otherwise have to make in haste and in grief.

The share of people aged 65 and over and the median construction year are weighted means across the 100-metre cells of the 2022 census — the age share weighted by inhabitants, the construction year by buildings. A Wahrgut analysis of available data, not an official district figure.

One municipality — and how we work here

On the other district pages a list of municipal names stands at this point. For Bielefeld the list is short: Bielefeld. The city is independent of any district and as a whole forms the one municipality of this district. Administratively it is divided into city boroughs; two of them we name here expressly, because they make the difference for our work: Senne and Sennestadt lie outside the working area. The remaining boroughs we do not list. A list we cannot evidence would be an assertion, and assertions about who is responsible are the last thing you need in an inheritance.

The course of the work is the same as everywhere with us, only the distances are shorter. We order the situation first: who belongs to the community of heirs, what belongs to the estate, which deadlines are running, which papers are missing. Only once the direction is shared does it turn to value, condition and the next step. For us Bielefeld belongs to the Ostwestfalen-Lippe region; that page sets out how we work in this part of the area, and with whom.

Common questions from Bielefeld

Our house is in Senne. Do you work there?
No, and we would rather say so beforehand than afterwards. Senne and Sennestadt lie just outside the area we have marked. The difference is a few kilometres, but our promise rests on reaching a property quickly and seeing it regularly. For these two boroughs a local address is the better choice. If you like, we will tell you in conversation what to look for when choosing one.
We inherited a flat, not a house. Does that suit you?
Yes; in Bielefeld it is in fact the more common case, with an ownership rate of 44 per cent and a good quarter of buildings being detached houses. A flat brings papers a house does not have: the declaration of division, minutes of owners meetings, the annual budget, the reserve fund. We make sure those papers are on the table before anyone talks about keeping or selling.
The guideline land value is 400 euros. Is our plot worth that?
Not without more. The figure given is a median across the municipalities of the district, so for Bielefeld the value of the city as a whole and not that of your street. A guideline land value also describes a notional plot within a zone; layout, depth, access and planning law move the result up or down. It is a good starting point and a poor final one.
The inherited flat is let. Does that change anything?
It changes the order, not the goal. A tenancy does not end with a death; the community of heirs steps into the existing contract and is landlord from then on, with everything that entails, from the statement of running costs to the deposit. As long as the rent comes in, it usually covers the running costs. That gives the family time for a decision nobody should rush.

Why our figures can differ from others. We build a district figure from the 100-metre grid of the 2022 census: each cell counts for as many people, buildings or dwellings as it holds. That is not the same as an average across municipalities, in which the smallest village counts as much as the district town. For home ownership the difference is large: averaged across municipalities the Hanover region would come to 61 per cent — although across Lower Saxony 48 per cent of dwellings are lived in by their owners, and the state capital lies in that district. Weighted it is 45 per cent, and that matches the official figures. So we show the weighted figure — and call it a Wahrgut analysis, because we formed it ourselves and it appears in no official publication in this form.
